Yes, quite disturbing. It falls in line with the Part D LEP: those of us who have taken our health as a priority (eating/exercise/lifestyle choices and are not medicine dependent) will pair the cost of those who did not make similar choices, developing possibly avoidable chronic illnesses which put a financial burden on everyone.
I always believed that those who made the choice for good health should be "rewarded" for that choice in paying less for their coverage; an incentive as it were.
